過去八年馬英九、國民黨執政期間，兩岸關係步上了史所未有的和平發展正軌，扭轉了此前民進黨執政所導致的兩岸處於「戰爭邊緣」的狀態，既開創了雙方互利共榮，也促進了區域安全穩定。現在又因民進黨再度執政，而使兩岸關係重新遭逢和平發展何以維繫的問題。 在當前兩岸行政系統及其授權管道均告中斷的形勢下，行政院長林全在回答立法委員提出是否考慮透過第二軌道和大陸交流時，做出了肯定的表示。他說，只有助於促進兩岸的善意互動，不排任何可能性，樂見學術圈、卸任官員、地方政府在對等、尊嚴下和大陸交流。 從林全的話中可知，民進黨執政後的一個多月來，兩岸關係的形勢已發生極大變化，雙方交流大為倒退，第一軌道的聯繫溝通完全停擺，原本平常、頻繁的二軌甚至三軌交流，不得不顯得突出。本來各個領域、各種形式的兩岸交流，都值得提倡及深化，但是，兩岸關係演進至今，若不思如何重建一軌，台灣所受到的傷害必然大於大陸。 公元兩千年到2008年民進黨執政時，兩岸之間的一軌管道完全無法互動、不起作用，只有個別涉及兩岸公權力的交流事項，採取「複委託」的方式來進行，例如當時在野的國民黨推動兩岸春節包機，民進黨政府在民意壓力下，「複委託」行業團體和大陸溝通而得以實施。 但自2008年國民黨執政後，兩岸關係全面開展，不僅一軌恢復，其他軌道的交流都蓬勃興盛，其中不可或缺的還包括兩岸執政的國共兩黨溝通平台大有發揮。相形之下，現在民共兩黨卻因「台獨」及「反獨」而處於對立狀態，加上一軌斷裂，兩岸如何溝通已衝擊了台海的和平穩定。 過去八年，兩岸已簽署23項協議，建立了經濟合作架構；台灣對大陸的貿易依存度，雖未比八年前民進黨下台時增加，但仍達四成，大陸成為台灣繁榮的重大因素；台灣的國際活動空間也可舒緩並擴大。凡此種種，若未能維繫兩岸的一軌對話及搭建兩岸執政黨的溝通平台，兩岸關係所已獲致的成果，就可能得而復失。 林全對二軌交流表示歡迎，自屬正確，但是二軌絕對不足以取代一軌的功能。民進黨政府仍須積極謀求恢復兩岸的一軌對話，才是為台灣民眾的福祉。 【中央網路報】
